Access to Services

The Lincoln County Health and Human Services Department believes strongly in universal access to care. The Behavioral Heath Treatment Services Division is responsible for organizing and providing, alcohol and drug abuse, mental health, and gambling treatment services throughout the county. We attempt to assist those in need, regardless of their age, race, or financial status. Our primary responsibility is to Oregon Health Plan consumers and prioritizes services for others based on their individual level of need.

Believing in a Recovery Model, we view treatment as having many faces and that therapy and psychiatry are only pieces of the recovery process. Therefore, we assist those interested in our services with identifying various services offered by other community service organizations when they would meet a need more fully than we may.

Specialized services for adults with serious mental illnesses are provided in South Beach and through outreach efforts. Services for children, families, and the general adult population are provided through clinics in Newport and in Lincoln City. The Division provides outreach services at the four School-Based Health Centers, Community Corrections, the Jail, Juvenile Detention, Department of Human Services (DHS) Child Welfare, and DHS Self Sufficiency.

An individual can access our programs by calling any one of our clinic locations. When you call a counselor, you will go through a brief screening over the phone to assist you in finding the right fit for the level of care you need and appropriate referral(s).

  • Our counselors provide "dual diagnosis" counseling for those clients who need addictions and mental health therapy.
  • Gambling counseling is provided countywide.
  • The addictions team has experience with special populations including, but not limited to: corrections, post-traumatic stress disorder, veterans, physical injuries, minorities, and HIV.
